Cliff Toberman, P.E.

Clifford J. Toberman, P.E., has been involved in general land development since 1992 with experience in the design and production of plans and storm water management for over 3,000 development projects in the Chicago metropolitan area and collar counties. Expertise includes development of economical and functional site planning from small to very large sites. Further, many of his projects have involved complex and detailed storm water modeling to meet permit requirements. Other projects have included large flood plain management that involved FEMA permitting.

Notable projects include: Finkl Steel’s multi-million dollar and multi-year expansion; Prairie Preserve at Wheeling 50-acre lifestyle center with more than 35 acres of storm water storage facilities; Northeastern Illinois Public Safety Academy parking and training prop improvements.

Prior work experience includes several years of economic/process simulation modeling and software development for Amoco Corporation and environmental engineering for Atlantic Richfield Corporation Oil and Gas Subsidiary. He holds a 1980 B.S. in Civil Engineering from Bradley University, a 1982 M.S. in Environmental Engineering from Northwestern University as well a 1987 M.S. of Operations Research/Math Modeling from Southern Methodist University. He is certified with Pond-Pack storm water modeling software.

Mark J. Toberman, P.E.

Mark J. Toberman, P.E., has been associated with general land development since 1976. His expertise includes meeting regulatory and municipal requirements including FEMA regulations and permits. He is also involved with numerous park and school improvements.

His prior experience includes staff engineering positions with the following villages: Arlington Heights, Schaumburg, Elk Grove, Northbrook and Downers Grove. He holds a 1976 B.S. in Civil Engineering from Valparaiso University and a 1980 M.B.A. from Roosevelt University. He is a Certified Flood Plain Manager and Playground Safety Designer. He has served as a Director for the North Cook County Soil and Water Conservation District for more than 20 years. He served on the Environmental Control Commission for the Village of Arlington Heights for 15 years.

As a Consulting Engineer for the City of Prospect Heights, IL, Mark recently oversaw the construction of a major water main connecting the city to Lake Michigan water supply.

Dave Bycroft, P.L.S.

A 1980 graduate of Illinois State with a degree in Geography, Dave has over 30 years of professional experience in boundary, topography and construction staking surveying. Dave is a former part-time faculty member at the College of Lake County. He has completed over 9,000 surveying projects to date, including numerous Plat of Survey and foundation layouts and spots for single and multi-family homes. Larger projects include Plat and Topographic Surveys of 500+ acre subdivision parcels as well as construction staking on 2,000+ acres for the O'Hare Airport hangars expansion. Dave is a member of the Illinois Land Surveyors Association.

Our Founder - Norman J. Toberman, P.E.

Norman J. Toberman founded Norman J. Toberman & Associates in 1975. Prior to founding the firm, Mr. Toberman served as Village Engineer for Arlington Heights and Addison and as a lieutenant colonel in the Air Force National Guard at O’Hare Field where he was the Base Civil Engineer. He also worked for the Illinois Department of Transportation and the Northern Illinois Tollway Authority. He graduated from Illinois Institute of Technology in Civil Engineering in 1949 and earned several certifications from Northwestern University Traffic Institute. He taught seminars in practical storm water management and pavement design.

Mr. Toberman built a reputation for high quality engineering solutions for more than 50 years in the Chicago metropolitan area, Indiana, Wisconsin and Michigan.
